In order to construct a Liaoning Characteristic Industrial Technology Innovation System, integrate innovation resource, promote the optimization and upgrade of industrial structure and improve Liaoning Province’s industrial core competence, The Provincial Department of Science followed the Liaoning Industrial Technology Innovation Strategy Alliance Experimental Unit Authorization and authorized 12 Industrial Technology Innovation Strategy Alliance as Provincial Experimental Units, and the Liaoning (Yingkou) Fine Chemicals Industrial Technology Innovation Strategy Alliance, which was held under the lead of TANYUN Research Institute Co., Ltd, became one of them.

Liaoning (Yingkou) Fine Chemicals Industrial Technology Innovation Strategy Alliance consists of key enterprises, domestic key academic institutes and research institutes, intermediary service institutions, collects resources of development, production and sale in the domestic fine chemical industry. Basing on the flexible operation mechanism and integrated innovation resources, the Alliance constructed sustainable and stable cooperative relationships between production and research, with the aim of achieving innovation objectives, meeting the needs of industry innovation, promotion of industrial cluster development and improvement of industrial core competence.
